taking place and perpetrated by the government in libya is unacceptable. i want to send a clear message to those that are around colonel qaddafi. it is their choice to make how they operate moving forward. they will be held accountable for whatever violence continues to take place there. megyn: leland vittert joins us streaming live. he is there on the ground. leland? >> reporter: we just got back from the frontlines where the rebels have been pinned down, not only by qaddafi ambush, but by qaddafi's air force. we were there and they have been able to move out. the problem for the rebels is not only can they not make any effort on the ground against

qaddafi's forces, but there is not much they can do about his air force. >> there went another r.p.g. you can see it right down there. incredible amount of firepower. you can see they're trying to shoot down one of the libyan air force russian-made fighter jets coming over. the amount of anti-aircraft fire out of this base is impressive. a couple days ago, they were bombed. you can see some of the other flack right up there. here on the ground, the rebels have been pinned down by the pro-qaddafi forces.

the problem they have right now, though, is they say they do not want any foreign troops on the ground. they don't want any help from the united states or anybody in europe, for that matter. the one thing they do want, megyn, and something they would be open to is a no-fly zone. as we saw, they were long on bravado and happy to pull the trigger on anti-aircraft guns, but were not effective in hitting anything. megyn: just today president obama said the united states and its nato allies are considering a military response to the violence in libya and now that message from those who are fighting against the qaddafi government that they're not interested in that, although a no-fly zone could be a different story. leland vittert, thank you. great reporting. new warnings from the saudi

government. anyone thinking of challenging the leadership in that country -- as they are, folks, they are and it starts this week. thpotelly ouerias ne devepments in the kingdom d that, folks, would be a game-changer. fox news alert out of wisconsin in rather extraordinary elements. efforts to make a deal in the standoff over a budget battle and how much power to give worker unions. democratic senators left the state three weeks ago to avoid taking a vote on the budget. they know they will lose, so they decided to abandon. earlier today, sent a letter to scott walker, asking him to "meet with us near the wisconsin/illinois border to formally resume a serious discussion as soon as possible." now we'll have to wait to see

how the governor will respond. mike tobin is live in madison, wisconsin, with more. they send this letter off which is, basically, meet us at the border, come alone, just you. we'll talk. >> all we know is that the governor and senate majority leader came requesting a face-to-face meeting. we cannot guarantee that it will advance the process. republicans say there is not a centralized leadership of this caucus that's over the border. they negotiate with these people. they talk. they strike a deal that they think is the senate democrats coming back, but republicans say, they watch the whole thing fall apart. >> i think there are some fractures in that caucus and it's providing us with problems. we're negotiating with the more reasonable members and they return to the extreme members of the caucus and everything

accomplished privately seems different when it comes out publicly. >> reporter: senate democrats say they've been negotiating in good faith with the republicans. the republicans made a couple of moves that aggravated them. >> we felt we could see the light at the end of the tunnel on this and then the senate republicans pass a resolution to have us arrested and then the governor slammed us in a press conference. so we thought there was movement and here we are again on monday starting from square one. >> reporter: this morning i had a conversation with the senate majority leader and he said absent centralized leadership, negotiating with the democrats has been like negotiating with jello. megyn? megyn: so jello and the governor could meet at the border, or perhaps not. we'll find out in 20 minutes

medicare from 8% to a -- >> so is it medicare? is it using it to save medicare or fund health care reform? which one? >> both. megyn: what does that mean? fox business network stuart varney is here to explain. what does it mean? almost since it's been passed, there were accusations that they double counted $500 million. >> precisely. obama care, it would have taken $500 billion out of medicare and put it into obama care as a way of funding obama care. $500 billion out of -- megyn: so you have to fund the 30 million people -- >> right. now a separate document, the budget.

in that budget, medicare is preserved, no talk of $500 billion coming out of medicare, going to obama care. what secretary sebelius done is to count it twice. you cannot do that. megyn: so we're $500 billion in the hole, but our books don't show it? >> yes. we've said, $500 billion to obama care. but it didn't come out of the budget. megyn: how can they do that? they can do what they want, but how do they justify it? >> by lots of gobblely-gook and whether it comes out or not. and the congressman pressed and pressed and pressed. megyn: you couldn't understand a word she was saying. you are a business guy. i'm a legal gal. couldn't understand her. >> he pressed and pressed and pressed and said, you are

double counting. the government's own actuary said, you are double counting. they said that it would reduce the deficit. now it emerges that it will not at all, to the tune of $500 billion. megyn: $500 billion is a huge number. you are talking about almost half, right, of the initial cost of that bill. how do they get away with that? now what? now it's law. now we're supposed to implement this thing barring other legal challenges. where will we find that money? >> the true math emerges down the road. we'll implement obama care and then in succeeding years, that's when you find out, where does the money come from, how much do we have? did it work in the first place?

megyn: a fox extreme weather alert. flood waters are rising after heavy raynham erred new england. there are flood warnings across the region. look at west nyack, new york, just across from new york city. the commute was a mess. many streets had to be shut down. and in southbury, connecticut, many people had to leave their homes as the water kept rising. many doing their best to keep water from seeping into their basements. >> shoveling and we shoveled and shoveled and shoveled to keep the water from entering the basement. megyn: the good news for a lot of folks is that most of the rivers are going to recede over the next two days.

arabia, contrary to government warnings. some are suggesting that the saudi kingdom is suggesting the green light on physical and violent crackdowns. >> the saudis arer is feed. when egypt happened, from their point of view, the u.s. pulled the rug out from under mubarak, long-time u.s. ally, so they're thinking, will the united states do that to us? megyn: remember, it was reported that the saudi king and president obama had a very tense conversation -- >> about what you are doing with mubarak. so they're terrified about that. the other thing they're really worried about, they're a rich country. they don't have the same problems as egypt, tunisia and libya have. they can pass out a lot of money. they just opened up $36 billion for low-interest loans. megyn: they're trying to apiece their people.

>> they're trying to hand out the goodies. they're looking at bahrain. they have a shi'ite/sunni divide. the sunnis control bahrain. 70% of the population is shi'ite. they have pretty good jobs, but they're protesting, because they want a bigger stake in it. the saudis are saying, why don't we have a similar problem? shi'ites will want a bigger role. who are they? friends of iran. iran, shi'ite and persia. saudi arabia, arab and sunni. so that look at it as a proxy fight. megyn: if those are the stakes, proxy fight, if we see the protests this week and we know that our saudi allies are looking at this as saudi versus iran, then we have to be

worried, too. >> reporter: we have to be really worried. saudi arabia has pumped extra oil to help us out. helped us out in the run up to the end of the cold war with president reagan. they just offered to pump more oil because the libyan oil isn't getting to market. they're the guys that say, we'll pump more oil. we'll help you, america. megyn: what are we expected to do to help them? >> they want us to do is not what we did to mubarak. if they have a shi'ite population with a bigger stake, they want us to stand by saudi arabia. megyn: it's happening. it will happen this friday. they're calling it a day of rage. it's been publicized on the internet. it will start as early as today and build up to friday. many reports are that it will happen this friday.

>> thinking they were close to coming back, only to find senator miller standing in the way of that progress. they met at the mcdonald's in kenosha and they even had some hot cocoa along with the other folks. they had a good, lengthy decision, one that created the framework that would be a pathway home. my staff was so optimistic they called me about 11:45 and woke me up on wednesday night to talk through exactly what had been discussed at that meeting to tell me they were optimistic we were on our way to coming home thursday and friday. so we had progress. we thought we had the framework of a pathway home for the 14 senate democrats. again, senator miller stood in the way. senator fitzgerald has comments on that as well. when you have a meeting where reasonable senators feel like they have an agreement with our

administration, in which we've kept both the senate and assembly leadership in the loop, kept the three of us informed as to what was going on, each and every step, it appears as though anytime there are senators seeking to take action, again, senator miller -- i authorized two members of my administration to go across the state line to do what senator miller is asking for in this letter to be done in the future, we did it yesterday. we did this. we didn't put out a press release, because we're serious about getting this done. people talk about negotiating. we've been doing it for days. the problem is, we have a handful of senators who are interested in doing this, but we have senator miller, who time and time again, allows his caucus to stand in the way of

progress coming forward. now i think the public has seen firsthand the frustration we've felt for days in the sense that they were misled by the statements that senator miller made last night when he said that the senate was going to come back and reversing course today. that's indicative of the fact that senator miller is misleading the public, just like he misled us and he seems to be misleading members of his own caucus. for us to move forward, we need to have reasonable and responsible elected officials stand up and decide it's time to set aside those that would stand in the way and instead figure out a reasonable pathway home, a pathway we've offered multiple times. i had a discussion personally with one of the reasonable senators i called this morning.

we have a path. we have a way home so we can get a vote on the measure and move the state forward to get back the jobs, economy and our goal of creating 250,000 jobs in the next four years in the state of wisconsin. that's where we can work together. we've had success in working with many of the state democrats to set a clear agenda to get wisconsin working again. we have to have leaders that will stand up and block this from happening. that's why this letter is ridiculous. time and time again we've met this person. mark miller is standing in the way of that progress and we need a change to move the state forward. megyn: there you have it. a frustrated governor walker, railing on the congressman, the senator who wrote him the letter asking him to meet at

the border. mark miller, wisconsin state senator. and the governor suggesting this letter that we told you about earlier is disengenuous because they've had meetings repeatedly at the mcdonald's where senator miller had a cocoa and the governor came back saying, we've had progress. it was a good, lengthy discussion. but said that senator miller winds up the barrier and now senator miller has released this letter in which he's asking for another meeting and the governor seems to think that that is not a legitimate offer, given the past history. impasse continues in the state of wisconsin.

critics say focusing on muslim extremist is bias, but congressman king believes it's necessary to combat the rising threat of homegrown terror. >> the main goal is to show the radicalization how dangerous it is, how serious it is, and also how it happens and whether or not the muslim community responds to that. i will have witnesses there to show that this is a real threat. it's a growing threat. it's not just me saying this, but attorney general eric holder said that he cannot sleep at night because of the growing amount of radicalization because of young muslim-american men. janet napolitano said that the threat level is as high as it's been since september 11. they can yell in times square and get all the celebrities out they want attacking me. i will not stop. i will not give into political correctness. megyn: joining me know, --

joining me now, founder and president of center for security policy. we have the picture, but we have been having audio problems. heather, congressman king said, i understand there are other radical elements in the country, but none rises to the level as radical islam. do you have a problem with that? >> thanks, megyn. great to be here. the problem with the hearings is we're not talking about how to combat the threats we face. instead, we're looking at a few folks that have an extremist set of view that goes against what counter-terrorism experts think is the real way to fight it. megyn: you get to fighting after you identify and explore the nature of the threat. why not as congressman king is

doing? >> why wouldn't you call the folks that spend day and night dealing with the folks, like former counter-terrorism advisor from the bush administration saying that it will be a disaster. megyn: do you believe that? >> i'm very worried about it. i think -- i have a little kid and i think about if my little kid heard some of the things that peter king and his friends have been saying about a community that's incredibly law-abiding and have stopped attacks and is helpful and cooperative. megyn: keith ellison has come out and said, look, i'm worried it's going to play into radical islam's hand, that this congressman, first muslim in congress, says, we're calling attention to what will be perceived as american hatred of

muslims. either way, he says, it's not good for the terrorism war we're fighting. that's for frank. sorry, heather. >> yeah, megyn, this is obviously not the only hearing that pete king will have. the idea that we can't do anything until we do everything is not in the cards. we published a book back in november called "shari'a: the threat to america," which demonstrates that pete king is on the right track in starting what i hope will be a comprehensive set of hearings why looking at what's going on inside the muslim community worldwide and here in america and i hope he will address the role being played by organizations that the muslim brotherhood -- we're hearing a lot about it in egypt and elsewhere, but it's here as well -- itself has called our organizations and organizations of our friends. to the extent, megyn, that

we're as a law enforcement community, a national security community, as homeland security community, as a society more generally relying on muslim brotherhood front organizations, like the council on american islamic relations, islamic society of america, muslim students association, to help us with the problem that these kinds of extremists constitute, it's crazy. it's like having the k.g.b. advise us on how to deal with the soviet communist threat. when they find out the truth, i hope it will be the building block for a more intensive, comprehensive set of hazinger to come. megyn: is it unsupported rhetoric or something we need to worry about? >> most of the organizations frank named off were welcomed guests at the bush white house, so the idea that they're fronts

for a threat to america is a little crazy, frankly. we do need to worry about -- >> it's not all. >> we need to worry about the real threat. are we doing enough to make sure that nobody can buy enough fertilizer to blow something up? are we fixing our visa systems? there are serious oversight questions -- megyn: she wants a focus on the building blocks of potential crimes, frank, and not on one set of people that may or may not be intent on committing them. >> it's a formula for dealing with a disease. she's right. these folks were welcomed into the bush administration and were welcomed into this administration as well as the

studies and research, not my feelings -- megyn: making the case. >> one of them was newscasters. they did a rigorous study and they compared when men and women give the same newscast and they would ask people, who did they find to are more credible? when the message came from a woman, they viewed that message as more credible. megyn: shepard has the last laugh. even though they view it more credible, they will view the male newscaster overall as more credible. >> that's the problem. when people listen to a message from a female newscaster and it's viewed as more credible, but they still say the men -- megyn: it's the ultimate bias. victimized again. i love this book. it talks about how women, surprisingly, are better than men in a lot of things.

you focus on stereotypes like driving. women are better? >> this one is easy. the insurance companies, 7% higher rates for men than women. why? men die more at the wheel. they drunk drive more often and get more tickets. i will say, there's a recent study that shows that men are better parkers. megyn: and better at following maps. >> women are better at giving and receiving directions. megyn: men cannot receive directions. >> no. and can't give them. women would pause when asked. guys will say, it's right down there. women will say, there's a mcdonald's, make a right there. megyn: that is helpful. this is what men do. they bust out a piece of paper and they draw like this. this is not helpful. we don't follow this. >> men do things like .6 of a mile. and women will use landmarks. megyn: what is the point of this? why did you write the book?
